Western Petroleum Management Ltd. has provided drilling management services for Korea National Oil Corporation's heavy oil operation in N.E. Alberta since 2006. WPM has supplied excellent drilling management services with particular detail to regulatory, safety, environmental, project cost control and technical issues. This ensured that our winter drilling campaign was completed on time and under budget which is commendable given the present inflationary conditions and lack of experienced personnel that have recently been observed within the heavy oil industry in Western Canada. Awarding a project management contract to WPM was the right decision for our company.

I was introduced to the principals of WPM in the spring of 2000 while they were the management of Lyse Petroleum Ltd. and I was President of Endeavour Resources Inc. On the basis of that meeting, I agreed to cooperate with Lyse in the development of the Sturgeon Lake Field, Alberta. Collectively, we were successful in developing the field from approximately 80 BOE/d in late 2000 to a max of 2,000 BOE/d in 2002 which added substantially to each participant's valuation. This symbiotic relationship, lead to the successful merger of Endeavour and Lyse in 2001 and a fruitful and rewarding relationship between the principals.

WPM's extensive and qualified management experience includes: prospect identification, geologic and geophysical evaluation and risk assessment; mineral and surface lease procurement; joint venture compliance and AFE budgeting; drilling (vertical and horizontal) design and planning; regulatory approvals; service procurement and supervision; drilling and completion operations; wellhead, pump jack, battery, pipeline and compression design and implementation; production operations and optimization; production delivery and reporting. This wide range of experience has been gained by management's direct and hands-on (and often personally accountable) involvement in multiple projects within Western Canada, and internationally, resulting in a management and technical knowledge base that has much to contribute to the geologic, engineering and economic success of any project.

International Sovereign Energy Corp. employed Western Petroleum Management Ltd. throughout 2006 and 2007 to manage all facets of field operations for International Sovereign in the western Canadian basin. Management included all preliminary drilling planning, regulatory approvals, drilling services attainment, drilling operations and well completion operations. The activity involved some twenty different projects in western Canada with heavy, light oil and gas projects. Western Petroleum also was instrumental in equipping wells with surface facilities, which enabled commercial sales for both gas and oil.

I first met Bernie Cabot in 1997 when we were both involved in two start-up junior oil and gas companies that had joint venture operations together. Bernie was providing technical support as well as drilling and completions engineering and supervision for both companies.
